There's no way to read this amendment, and come away with the idea that Congress or the president is allowed to suspended this bedrock reality. They can either pass a new amendment, or they can call a constitutional convention and secure the support to pass a contravening amendment that way. Those are their only two options. And since the president plays no role in the amendment process, it would be entirely on Republicans to secure the 2/3 support they need to succeed. And that's not happening.
