I think we’ve been learning recently that no, the agencies have not been doing this. Now that the actual conspiracy nuts are in charge they are doing what they always accused the state of doing.

I think it's more that the morons in charge aren't trying to hide it anymore. The federal government isn't going to spend billions capturing all Internet traffic in the country and not use it for 20 years.
