DNA is often thought of as a mandatory programming code for cellular self-assembly, but this is outdated.
Cells are simple, but they are not mere automatons exhibiting the same behavior.
DNA is about possible physical configurations. Gene expression is the environment-driven selection of configurations, driven by "what it's like" for that cell.
This is why I say that qualia are the basis of minds rather than their products.
