we're way past using IQ as a quantitative measure of intelligence, which means we're vibing this one out. so if what we are evaluating is our own social status ranking as gauged by our percieved intelligence relative to our percieption of others' percieved intelligence then this is more like a generosity measure: "do we generally acknowledge others' social status based on intelligence?" which would show all these low percentile votes as generosity. I'm either overthinking or underthinking this.
