Not always, cockatiels in the wild don’t last particularly long. Ones kept as pets can live exceedingly long with good care, diet, and low stress. Ours turns 25 this year, he’s always happy and looks fantastic. He gets a lot of attention and love
I’ll admit, OPs bird looks rough. I would be curious as to its age
