There is no way such a lot of people could have massed there without the express consent of the Moroccan Kingdom. Sanchez went to Algeria. Spain is an old colonial occupier (arguably still is really, they have no real business being in Ceuta and Melilla) and Morocco is keen to support MAGA for their support of annexing the Western Sahara. The perfect storm really.
