He is a moron, and constantly demonstrates that by failing to achieve simple goals. He’s also a narcissistic psychopath with dementia. If he was as smart as he claims himself to be, his plans wouldn’t be as transparent and obvious, and he wouldn’t keep being struck down by even his own judicial appointees.
