I have experienced former because of unexpected load increase in our neighborhood (due to A/C). A bang, and three days of blackout. A bigger transformer had to be installed. EVs might have done that, but grids upgraded themselves pretty quickly. This guy is warning about generation capacity, and he might be right but, I don't accept gas & coal as solutions. So, listen but do your own research on top.
