What exactly do you mean by decentralizes in this sentence? Socialism still has a centralized State structure to enforce the rule of the working class. A centralized State is fundamental to protecting the revolution. No, revolution has succeeded that attempted to completely abolish the state. That would be anarchism not socialism. But maybe you are just referring to a stateless, moneyless, classless society as a goal of the socialist state? Which would be Communism not socialism.
