Native apps? I have tried. Jolla's app store first, and there are third party app stores too but security wise that might not be ideal (lack of sandboxing). I've found some apps that I will use, but others aren't of the quality that I could keep them (one for Mastodon that I really can't get to load posts reliably as an example).
Next up I've used F-Droid and finally as a last resort Aurora, which pretends to be Google Play and where my phone app installs will just be seen as any other Android phone's. However, even though I mostly end up at Aurora at the moment this is still where everything has to start.
Even way back in 2003 we implemented Nokia compatibility APIs in the Sony Ericsson Java app environment to get games running without having to have developers target our phones specifically. There's nothing wrong with emulation layers.
I don't have an opinion yet on what a Linux phone apps dev environment should look like, but I do think the most useful work anyone could do here would be to focus on the existing multi platform dev tooling and just add Sailfish OS and Postmarket OS as targets. I assume I will make some apps myself so let's see where that ends up.
