We don't find patterns of targeting health equity topics or minority researchers as we have for grant terminations. Researchers and topics of all stripes are harmed by the sand in NIH's gears. A few institutes stand out, though. At the Fogarty Center, nearly half of renewals are delayed more than 60 days after last years' budget expired.
