When I was at MS, there was a push to try to get every CPU vendor to include Pluton. Neither AWS nor Google wanted server chips with a Microsoft-controlled RoT (and neither AWS nor Microsoft wanted a Google one, which is why Google’s similar push to include Titan T2 failed). The result of this was Caliptra, a collaborative effort to design the world’s worst hardware root of trust to put in everything. The proposed compromises from the vendors were fun, but are probably not things I’m allowed to share. Intel had my favourite way of saying ‘no’.
