For comparison, the current military housing allowance for a single army Captain (O-3) assigned to the DC area is only $3531/mo.

If I were a more cynical type, I would wonder if this was actually intended as a vehicle for some administration crony to buy up cheap, probably substandard, housing and lease it back to the government at exorbitantly inflated prices for Guard troops to endure.
