I'm trying to point out how "debate" can be utilised to make sure that one course of action doesn't happen and therefore allow the existing course to be maintained (even though we know it is bad).

For those who haven't really thought about "wealth taxes" before, you might be thinking up all the ways people might avoid it (with loopholes) or that it might cause rich people to run away. And yes, you want to make sure that loopholes (foreign ownership etc) aren't added or allowed to keep existing. The rich will bring up France having failed to implement a wealth tax properly. The think there is that they deliberately added loopholes. So it sank. Other countries/states have wealth taxes.
