8.3 was arbitrary; nothing was stopping me from going to 8.5 other than phpBB/media wiki limitations. Custom login auth forces everything to auth through phpBB, which is gated through a service key check: you have to be a service subscriber to register. Protects everything and leaves auth at the forum.
