Under the non-binding pledge, developers, utilities and state regulators are expected to bear the costs associated with new projects rather than passing them on to residential customers. Expected by whom? Only a complete fool would imagine, let alone expect, that they would not pass on the costs to the consumer when there is absolutely nothing stopping them from doing it.
