Most people want to have private online conversations. Some also want to post publicly. I get wanting to be able to use the same account for both but trying to let everyone do so seems to be creating more problems than it solves. Lots of confusion and anger and a ton of effort to build more nuance and moderation capacity into the tools we already have and need to keep somewhat simple to encourage adoption.
Perhaps build on #matrix and #ActivityPub separately. Have users list both accounts.

I know I’m out of the loop but where’s the anger and confusion regarding this? Do you mean the apps that try to merge platforms for a single access point or are the platforms themselves doing something to cause problems?
