@natematias@social.coop Paul Kagame of Rwanda is something of a pioneer here: a dissident who had fled and was living quietly in exile in Southern Africa was nonetheless tracked down and killed by government operatives in order to keep him silent, and the crime had Kagame's prints all over it even though he denied any involvement.
