“standard” time is only used about 1/3 of the year. We use DST most of the year. Minimizing disruption, we should just drop that exception.
With DST, solar noon is pretty close to 12PM on the eastern end of the time zone. With standard time, solar noon lines up closer to 11AM on the eastern edge. Standard time just doesn’t make sense.
