That bent tube is the seat stay, the plate it's welded to is called the dropout, but there is a weld in there, and welds don't hold up to bending. That needs a frame builder to repair and possibly retemper.
Steel bikes weren't made of straight tubing; it was often swaged or drawn so that wall thickness was higher in high stress areas, thinner in lower stress areas. Too much mystery for a home repair I feel.
