The link you gave confirms what I said, but their conclusion is that it was incorrect, which is a bit… weird. A lawsuit and state Supreme Court ruling that specifically causes voter disenfranchisement by throwing away 2.5 (or 2.4) million votes has the exact same effect as what I said.
