Interesting idea. Easier said than done. Police departments run a kind of protection racket. They will harass political opponents in their communities.

This reminded me of how aggressively some police departments push their "100 Club" survivor's fund, with an implied "if you get stopped and have one of the stickers we'll go easy on you. Otherwise, I'm not sure I'd want to be you..." Felt very organized-crime-ish.
