The term "public" in this context has very specific definition, and a private message - while technically readable by at least one other party, i.e. a database admin - would not meet the definition of public. First, it must have been manifestly made public. Second, it must have been made available to an individually unidentifiable group of people. I would argue that a followers-only post doesn't meet the definition of public under GDPR.
