A quick Web search suggests it's something to do with accessibility, but I don't know why it would be tarpitting you. I'd suggest searching the Web for "/run/user/1000/at-spi/bus" and seeing if any of the solutions you find (which are for related but different problems) help you. You don't have any odd firewall settings, do you?
