I think another option for the Mamdani administration is non-cooperation. A visit by a foreign government official to a city requires a lot of coordination. The administration could stonewall across the board. No permission to land at the city's two airports (JFK and LaGuardia). No police escort for the motorcade. Police will not clear streets if there are protesters. No security coordination, no use of city property. You are not welcome here.
