Afterwards, his rating surged to 90%, still the highest recorded job approval rating for any US president, despite his administration's wide-ranging incompetence. History shows the public will rally around any government if the nation is under attack - and the Trump administration has proved itself to be ruthless enough to use any tactic to stay in power.
