Another thought that just occured to me: those worst spam projects will probably be relatively short lived. So filtering the UI for like "last update time 1 year ago" might be a viable way to reduce the worst impact. You won't see the hot new shit right away, but the worst of the worst slop-projects will only create 2-3 versions and disappear again.
