@annehargreaves@ioc.exchange What means do they use in the UK to create an initial trustworthy binding between the human and the ID card? Here in the US that often requires a visit along with various ancillary identity-supporting materials (ranging from passports to utility bills). That visit often only needs to be made once - from that point on renewals tend to be easy. (Renewals are useful because people age and look different, and it is useful to have some means to "garbage collect" IDs when people move away or die.)
