So #AndyBurnham is starting out with the tired old scam of the official leak.
Major policy shift decided without a formal cabinet discussion, before the cabinet is even formed. Big decision announced with no attribution to any named person.
Digital ID is a terrible policy. Cancellation is great. But this isn't the way to make decisions.
