The DOJ has a long standing practice of not releasing files because it protects witnesses, victims, and innocent people from guilt by association. Look at how many people have been attacked for simply appearing in the files, were they guilty, maybe, but we haven't seen any prosecutions. The real scandal is that in 2008 he got an extremely lenient sentence and it's no mystery who was responsible for that, Trump's labor secretary, Alex Acosta.
