Well, he can create any power for himself that he feels like, if he just does it & nobody stops him.
I struggle to comprehend how the US - currently a smoldering crater due to the results of him repeatedly doing exactly that - hasn't figured this out yet.

The people we elected that have the responsibility and authority to stop him... won't. They have been bought by the same people who have bought the presidency. The agencies that were set up to protect and serve the people have been thoroughly co-opted and weaponized against the people. The courts (not SCOTUS) are the last, thin line of defense. (1/2) #USPol
