If he can't shut down the war he did for Bibi and come out looking good, and the timing for war with Cuba looks off as a distraction, he'll just outright cancel the mid-terms because he'll have 'concerns' over the process. And not House nor Senate nor Supreme Court have the spine to rein in Beloved Leader - and, you know, follow the Constitution.
