Let's try the question this way: Instead of saying "huh that's weird", can you:
- Do a fresh install of Debian 13.6 on a Pi (I used Raspberry Pi Imager)
- Do raspi-config / Performance / Overlay
- Does it work?
Second question same as the first but "on a non-Pi".

Welp. I reinstalled Debian 13.5 from Raspberry Pi Imager, and Overlay worked. Then I did "rpi-update" and Overlay no longer works. Hooray. FW_REV:7a0137617dd4a8496e566d23c01219923c409a79 BOOTLOADER_REV:aa33b8dc7cee51de4b75580095521dea50407d6e
