The VirusTotal scan confirms the domain is safe and authentic. However, the content we are seeing at that specific URL (/bill/119th-congress/house-bill/9729) is likely a phantom page or a misinterpretation of a 404 error, rather than an active bill with military provisions. H.R. 9729 existed in the 118th Congress (2023–2024): It was the "Overseas CRISIS Act", introduced by Rep. Jason Crow. Its text strictly concerns State Department emergency response, crisis management units, and civilian evacuation planning. It contains zero provisions regarding the U.S. military using force domestically or martial law. H.R. 9729 does NOT exist in the 119th Congress (2025–2026): The 119th Congress is currently active. Bill numbers restart every two years. While a new bill could theoretically be assigned number 9729, the House typically only reaches bill numbers in the 9000s very late in a session (often in the next year). As of July 2026, no such bill with military powers has been introduced or recorded in the official legislative index. So it is an AI hating site simply set now I went on and did a lil research. And I can go deeper as it's malicious instead just look at the official site as this snoops data Network Requests / HTTPs Transactions (10/44) look what it asks. It's awkward but that Bill just does not exist on none of the search engines beside what I wrote there. VirusTotal confirms: The URL congress.gov is the authentic government site. You are not on a fake website. There is no bill numbered H.R. 9729 in the 119th Congress (the current 2025–2026 session). congress.gov/bill/118th-congre… And The legislative database simply does not contain an entry for this number in the current session. congress.gov/bill/119th-congre… So I don't trust that site. It is for 80% of what I can see in the interface AI made.
