So if I'm reading correctly, the position of the Garda Commissioner is that the hastily-enacted scrambler ban can't be enforced because it turns out that people using them illegally haven't stopped just because there's a new law, and the Gardaí are not (equipped, trained, able, etc.) to pursue them. And in the same breath he wants a full ban on e-scooters. Ok, got it.
