The funny thing is that I didn't choose my current estate agent. In fact I specifically avoided them because of various things I thought they did which seemed dodgy to me. But, they bought out the estate agent I went with. In fact they probably now control the majority of the area in which I live. So they now probably get to set "market" rents to whatever they want. There isn't really a "market".
