Some migrant support centres might have free classes to train folk on basic road safety, but someone without correct immigration documents is never going to be able to get a UK driving licence (not even a provisional, which they need for practical driving lessons) as their immigration status is checked when applying for the licence! The quote from the law firm mentions David Blunkett as Home Secretary, which was over 22 years ago. There have been free/subsidised driving lessons for care workers, who already have legal immigration status and a provisional UK licence, and its only 3 lessons, they have to pay for the rest. Free lessons have also been made available for native British folk on benefits/with disabilities..
