Why there’s so much copper they can make 1.3 million dollars from it and then go to a country that won’t excommunicate them.

I think the word you were looking for is extradite, which is sending someone home to face their justice system. Excommunication is kicking someone out of a religion/the church, specifically christian afaik, though not all use that word :)
