Ooh this is interesting - I have experience with the European sector where it's essentially very similar but the "regional" organisations - some of which operate over multiple nations - operate the trading market between energy producers and supply companies.
Although in theory the markets can run their market how they like, in practice it's quite tightly constrained by European rules to minimise the amount of power transferred over cross-border interconnect, which in practice puts quite tight constraints on how the regional markets can operate and what types of bids the market participants can place.
My favourite bit is that the algorithm that implements these rules is called "Euphemia" - some work must have gone into engineering that algorithm!
