Active cooling is neat but when it’s 40°C outside it doesn’t do a whole lot. If a heat pump is installed to reduce reliance on fossil fuels and it happens to be able to be used as an air conditioner I fail to see the issue. UK needs to find it in themselves to create a building code. Perhaps they have, but from what I have observed the concepts of insulation and triple glazing is for the upper class, alongside a chorus of “but we have old homes”.
