Some might view it as gatekeeping, but whatever. While probably most people *can* learn to program, not everyone *should* - because everyone's different, with different talents and strengths. Computing is just one field in the vast scope of learnable knowledge, and odds are that any particular person's talents are best suited elsewhere.

And it's that proper training that people are most lacking, that teaches a good work ethic, and to do things for better reasons than "because I can".
