I do not accept the term "eligibility" because voting is not a privilege or a right, it is a responsibility and absolutely nothing else. the location of those responsibilities determines ones area of responsibility. you get the concept. I suggest adhering to it if you are interested in improving public perceptions and behaviours around voting. because it is currently a disgrace.
