No one expected Dem pols to say nice things about Bin Laden when he passed. Because he attacked Americans, and was not considered a colleague.
Similarly, no one was expected to say nice things about the premier of any nation that the US was at war with.
But if the British queen passed, they were.
It comes down to two important questions:
1) Who is an "us," and who is a "them?"
And
2) Are there any irredeemable acts that an "us" could do, that would prevent us from saying nice things about them when they pass? Is there any limit?
The US history of racism leads to some weird answers here.🤷🏿♂️

The short answer to the second question, is no. There is no limit. There is nothing that an in-group "us" politician could do, that would be so irredeemable, that US consensus would be OK with not saying nice things about them when they die. Take all the time that you need to process this.
