Looks like NESO are trying to prevent the kind of issue (high solar input causing overvoltage) that led to Spain's grid collapse. In Spain this was in the critical context of nuclear centrales being off-line. In Britain the availability of French interconnector supply is impacted by their nuclear shutting down as cooling water too hot.
