What is one of the worst things about imperial science, such as almost all science practiced in the US? It's that people believe that a high level of funding for science produces science that is irreplaceable, rather than science that is controlled.
(mentioning @dirtwizard666@cyberpunk.lol at the top of this, he's written a lot more about imperial science than I have)

So for instance let's say that the US funds a lot of climate science and research on renewable power. Oh no, people say, Trump is shutting this down. It was only made in order to be shut down if our elites decided to do so. That's what "they control the funding stream for science that needs a lot of money" means.
