Mark Carney spent a year gathering political capital. Now he’s spending it — along with billions of taxpayers’ dollars They are NOT "taxpayers' dollars". Why do the media and others keep using this phrase. It belongs to the general public. Nobody claims that when corporations spend money that it's "customers' money".
