Agreed. It needs tweaking...
Maybe add Tor to mask the server IP. The biggest issue is the possible hosting of illegal or unethical material...
Two paradigms spring to mind:
A community similar to couchsurfing where you build trust.
Or a server version of dumpster diving. You find unused or hidden power sockets in busy buildings. Place a 'Do Not Unplug' sticker on the mini-PC and hope for the best...
