The VM only sees the virtual topology the hypervisor decides to show, and both boxes report an identical EPYC Genoa with one NUMA node. My bet is on per-plan bandwidth QoS at the hypervisor level rather than physical channel config. 11,906 MiB/s looks suspiciously like a deliberate cap, 64,038 like the absence of one. Same host family, different contracts. So, maybe I won't be needed in a second machine at all. 500 Mbit is enough, the files I share using Public Cloud Object Storage and everything is behild Cloudflare/Cloudfront anyway.
