There is a standard way to represent a voltage ratio as decibels; no other information is required.
That representation is based on power (ten times the power is ten decibels), and assumes power is proportional to the square of the voltage.
db = 10 log_10 V1^2/V0^2
= 10 log_10 (V1/V0)^2
= 20 log_10 V1/V0
