Close as I can determine, Barry thinks that electromagnetic waves are emitted from sources somewhat like a stream of gas, so that if the source moves towards you at speed v, the gas arrives with speed v+c (where is "the speed of light" but we can just take it to be the speed of the "gas" relative to the source) and if it's moving away, then it arrives with speed c-v. This setup is completely consistent with the Michelson-Morley experiment. However, it's not at all consistent with other experiments. Barry hasn't addressed those other experiments except obliquely to, I think, accuse them of being faked. The theory was known as "emission theory" when proposed. His analysis is also accompanied by some very weird mathematics that seems to claim in this model that the observed frequency of arriving EM radiation is consistent with the observations of relativity experiments. That mathematics makes no sense to me, but he doesn't reply to me any more. See if you can work it out...
